LA County DEO Secures $14.5M in New Funding to Support Small Businesses, Non-Profits and Workers Impacted by the Wildfires

$10 Million Awarded by Governor Newsom and $4.5 Million by FireAid

Los Angeles, CA — The Los Angeles County Department of Economic Opportunity (DEO), in partnership with the City of Los Angeles Economic and Workforce Development Department (EWDD), is expanding support for wildfire-impacted small businesses and workers through the LA Region Small Business and Worker Relief Funds with the additional $14.5 million contributions announced today including $10 million from Governor Gavin Newsom and $4.5 million from FireAid.

The $10 million investment by the Governor will help our impacted small businesses and nonprofits as they recover from disaster. This new funding adds to the $4.5 million from FireAid which includes $2 million allocated to the LA Region Small Business Relief Fund and $2.5 million to the LA Region Worker Relief Fund.

“I applaud Governor Newsom for his critical investments in our region’s recovery,” said Los Angeles County Board of Supervisors Chair Kathryn Barger. “This funding will provide much-needed relief to workers and small business owners who have faced incredible hardship due to recent wildfires. By expanding support through the LA Region Small Business and Worker Relief Funds, we are helping to rebuild livelihoods and strengthen our local economy. I look forward to continued collaboration to ensure that all those affected receive the assistance they need.”

“More support is on the way for small businesses and workers impacted by the Palisades and Eaton fires thanks to this $10 million investment from Governor Newsom that will bolster LA County’s Small Business and Worker Relief Funds,” said Supervisor Lindsey P. Horvath. “Los Angeles County and our State partners, with support from philanthropy, are marshalling unprecedented financial resources to help fire-affected communities fill gaps in monthly expenses and heal.”

“Across Los Angeles County, residents have been experiencing job loss by the wildfires in Pacific Palisades and Altadena, including nannies, in-home health workers, landscapers, actors, stagehands, and many others who work in these areas,” said Los Angeles County Chair Pro Tem and Supervisor for the First District, Hilda L. Solis. “Today’s announcement, which includes $10 million in funding to the LA Regional Small Business Fund, will be crucial in accelerating economic recovery and providing relief to our impacted families. I am deeply grateful to the Governor for his demonstrated commitment to our relief efforts and look forward to continuing to implement California Jobs First locally. Together, we will ensure an equitable recovery for all Angelenos.”

“The LA Region Small Business and Worker Relief Funds are bridging a critical gap for our impacted communities with capital now as they start their recovery with the full support of DEO, LA County and City, and partners. This $14.5 million investment in the two funds will deliver much needed relief for thousands of additional workers and small businesses who are suffering right now,” said Kelly LoBianco, Director of DEO. “We are grateful for the Governor’s leadership and the collective public, private, and philanthropic investments from LA Rises, Fire Aid, and organizations like Maersk and APM Terminals that made this possible.”

These relief funds provide up to $2,000 in direct cash assistance grants for workers who lost employment or income due to the disaster and up to $2,000 to $25,000 to small businesses and nonprofits that have experienced structural damage, equipment loss, or revenue decline.

Applications for the LA Region Small Businesses and Workers Relief Funds opened February 6, 2025, with a newly extended deadline of March 2, 2025, at 5 p.m., ensuring more impacted businesses and workers can access critical financial support. Applicants can find detailed program and application guidelines on the grant website, including tips, webinar recording, step-by-step submission instructions. These resources are available in 14 different languages.

Additionally, to ensure an equitable and accessible application process, DEO and EWDD, in collaboration with local municipalities, are providing multilingual support and technical assistance at Disaster Recovery Centers, America’s Job Centers of California, the County’s Office of Small Business, the City’s WorkSource and BusinessSource Centers, and Impacted Worker and Family Recovery Centers.

Starting today, Los Angeles County residents directly impacted by the 2025 Los Angeles County Eaton and Palisades fire and windstorm events can apply for financial assistance through the LA County Household Relief Grant.

In a motion introduced on January 28, 2025, by Supervisors Lindsey P. Horvath and Kathryn Barger, the LA County Board of Supervisors established a unified Los Angeles County Fire Recovery Fund to provide financial resources to communities impacted by the Eaton and Pacific Palisades wildfires.

The LA County Household Relief Grant offers immediate financial assistance to impacted households, helping bridge financial gaps and promote the general welfare of affected individuals and families until insurance or government recovery resources become available.

The program is administered by the Los Angeles County Department of Consumer and Business Affairs (DCBA) in partnership with The Center by Lendistry.

Grant Program Details

  • Grant Amounts: $6,000 to $18,000, based on household size and composition
  • Eligible Uses: Living expenses and repairs not covered by other forms of assistance
  • Application Period: February 26, 2025 – March 12, 2025
  • Application Portal Opens: February 26, 2025, at 9:00 AM

In addition to the $32.2 million in ARPA-enabled funding allocated to the program, Los Angeles County has launched a Disaster Relief and Recovery Donations Portal. Individuals can contribute directly to the LA County Household Relief Grant Program by visiting lacounty.gov/relief.

Pasadena Disaster Recovery Center’s Final Day Jan. 31

Pasadena location will shut down operations at 8 pm, services shifting to Altadena beginning Feb. 1, 2025

The Disaster Recovery Center at Pasadena City College will be shutting down operations once it closes its doors at 8 pm on Jan. 31, 2025.  Residents will be able to access recovery services at the remaining Disaster Recovery Centers located in Altadena and UCLA Research Park West, which will be open seven days a week from 9 AM to 8 PM.

New LA County Platform Helps Wildfire Displaced Businesses Find Free Commercial Spaces

As part of its ongoing efforts to support small businesses impacted by recent windstorms and wildfires, the Los Angeles County Department of Economic Opportunity (DEO) today announced the launch of Business-to-Business Space Share. This free exchange platform connects displaced businesses, including nonprofits, to temporary workspaces generously donated by other businesses throughout LA County.

This platform is a critical resource to help displaced businesses maintain operations, safeguard livelihoods, and drive economic resiliency. Powered by the County’s Internal Services Department (ISD), the platform will be available for a limited time, as part of a coordinated County effort to support the economic ecosystem affected by the disasters.

Through the user-friendly Space Share portal, businesses with available space can post listings, providing details such as location, capacity, and availability. Displaced businesses can browse these listings to find spaces that best meet their needs. While the platform facilitates the connections, the County does not participate in or oversee the terms of any agreements made as a result. It ensures businesses retain full autonomy in negotiations.

The idea for the business space share website came to Supervisor Hahn after she spoke to Whittier Councilwoman Cathy Warner who has a periodontal practice in East Whittier with her husband. While they see patients in their office three days a week, Warner told Supervisor Hahn she wanted to offer the space for the other four days a week to periodontists who were displaced in the wildfires. This gave Hahn the idea of having a LA County website to facilitate this kind of generosity and connect businesses countywide.

“This new website is inspired by the generosity of small business owners, entrepreneurs and professionals across the county who want to step up and help,” said Supervisor Hahn. “Whether you can offer a space where a dentist can treat their patients, a hair stylist can keep their appointments, a lawyer can see their clients, or any other space, you will be helping someone in need maintain their livelihood and helping our economy through this crisis.”

“Business-to-Business Space Share is a direct result of our County government hearing local business’ concerns and showcasing our own entrepreneurial spirit with solutions for today while we rebuild for tomorrow,” said Kelly LoBianco, Director of DEO. “Together we are fostering a more resilient and adaptable economic ecosystem where businesses can open their doors to other businesses as we recover together.”

“The Internal Services Department (ISD) recognizes the devastating impact that recent wildfires have had on many local businesses, leading to displacement and significant losses,” said Michael Owh, Director of the County of Los Angeles Internal Services Department. “We hope that this tool will help businesses assist each other and provide support in this time of need.”

How It Works:
For Businesses or Individuals Offering Space: Those with available space can create listings with relevant information, including size, amenities, and availability dates. Multiple listings are allowed, provided the spaces are available for at least one day.
For Displaced Businesses: Those in need of workspace can search for suitable options and connect with donors directly.

Local Assistance & Disaster Resource Centers will open to the public on Tuesday, January 14, 2025 from 1:00 PM to 8:00PM. Starting Wednesday, January 15, 2025, the Disaster Resource Centers will be available to the public from 9:00 AM to 8:00 PM.

Local libraries will host FEMA staff at eight locations to allow residents affected by the wildfires to submit applications for disaster relief.

The SBA Disaster loan application portal is OPEN
SBA’s Disaster Loan Program is active and accepting applications from
Los Angeles County homeowners, renters, businesses, and private non-profit organizations affected by the fires which began on Jan 7,2025 and continuing:
  • Home Disaster Loans – Loans to homeowners or renters to repair or replace disaster-damaged real estate and personal property, including automobiles.
  • Business Physical Disaster Loans – Loans to businesses to repair or replace disaster-damaged property owned by the business, including real estate, inventories, supplies, machinery, and equipment. Businesses of any size are eligible. Private, non-profit organizations such as charities, churches, private universities, etc., are also eligible.
  • Economic Injury Disaster Loans (EIDL) – Working capital loans to help small businesses, small agricultural cooperatives, small businesses engaged in aquaculture, and most private, non-profit organizations of all sizes meet their ordinary and necessary financial obligations that cannot be met as a direct result of the disaster. These loans are intended to assist through the disaster recovery period.

The SBA is opening two Disaster Loan Outreach Centers (DLOC). The centers will provide 1:1 assistance to small businesses, private nonprofit (PNP) organizations, homeowners and renters who sustained economic losses and physical damages.
