RT Engineering & Associates, Inc.  RTEA is a Hispanic, woman-owned engineering firm which was founded in 2011 by Regina Talamantez (Stevens). Regina is a professional licensed civil engineer in the state of California with over 25 years experience working in the industry. Her diversified experience is in both the private and public sectors which ranges from bridge design, construction management and program management specializing in transportation and public works. Her background and expertise in management of highway bridge, railroad track, and transit projects brings strong leadership to the team for she is able to bring a “global” perspective to the project team and enhance project delivery to the key stakeholders.

RETAPhoto1Regina was a Vice President at a large international A&E firm (AECOM) and served as Project Director/Business Unit Manager for the N.A. West Region CM/CEI Practice. After a few years of service there was a reduction in force and Regina was let go. She took the severance package and thought for a moment….does she go work as an officer in another corporation or should she start her own business. As a business unit manager or project director she performed business development, marketing, staff management, financial reporting so in her mind she wasn’t taking too much of a leap going into business for herself.

She took a negative and turned it into a positive situation. She immediately incorporated and developed her business plan and applied for her certifications as a SBE/MBE/WBE/DBE firm.

She was a regular participant at small business development centers, SCORE workshops, IEWBC to fine tune her “business tools” for investment into assisting sustainability for RTEA. RTEA went to a number of workshops in accounting, financing, marketing, business plan development, access to capital sessions were essential for our development.

As a board member of the Hispanic IE Chamber of Commerce (HIECC), Regina took these workshops and resources for small business and created a Business Program for HIEC in 2015.

RTEA has developed from these programs and have recently been successful on winning teams for construction management services for:

  • SANDAG CM On Call – AECOM ($10M-$60M) 2016-2020
  • SANDAG CM On Call – Caltrop ($10M – $60M) 2016-2020
  • SANDAG CM On Call – Athalye ($500K – $5M) 2016-2020
  • SANDAG CM On Call – EPC ($500K- $5M) 2016-2020

  • RCTC I-15 Express Lanes DB – Parsons ($50M) 2016-2021
  • POLB CM On Call – APSI ($5M) 2016 – 2019

Aligned with “paying it forward”, Regina expanded her involvement with College Bound Today and the Montebello Unified School District as a Architecture Construction and Engineering Mentor, STEM speaking roles/presentations, and being a role model for Latinos. RTEA improve communities with planning, designing and construction management of projects which improve blight conditions in our community with beautification projects, parks, relief traffic congestion, bicycle path projects create opportunities in getting ourselves out of the car and into our bikes -promoting wellness.
